Question:

In measuring STORE AREA, what is defined as the building line? In the case of an exterior wall of glass that is 3/4 the height of the wall but there is a projecting brick sill at the floor line, which is the building line--the glass or the brick? Can we use the Dominant Portion rule and measure to the glass?

Answer:

If its ground floor street-frontage, then it should be measured to the Building line (finished dominant exterior surface). If its a non-street frontage side, then you would measure to the Dominant Portion, which in this case sounds like it would be the glass if its 3/4 of the height of the wall.
